Improved emergency care for patients in northwestern Syria

After more than 14 years of war, Syria’s health system has been severely weakened in many regions.

This has particularly serious consequences in emergency situations: rescue services are inadequately equipped and trained, processes are poorly coordinated, and life-saving treatments often reach patients too late. In Aleppo Governorate – one of Syria’s most densely populated regions – there is still no functioning, unified system for emergency care and medical referrals.

action medeor, together with its local partner organization Independent Doctors Association (IDA), is addressing this gap. The aim of the project is to establish a centrally coordinated emergency referral system under the leadership of the Aleppo Health Directorate, ensuring that patients are quickly and appropriately transferred to suitable health facilities. A central emergency call center in Aleppo city and 14 regional referral units will in future record emergencies, dispatch ambulances in a targeted manner, and integrate hospitals efficiently.

In addition to building the necessary structures, ambulances will be repaired and equipped in line with international standards. At the same time, paramedics, medical professionals, and call center staff will receive comprehensive training. Information campaigns will ensure that the population knows how to use the new system.

The project thus helps to make life-saving assistance available more quickly, in a more coordinated and fair manner. Vulnerable groups such as internally displaced persons, returnees, women, children, and older people benefit in particular. In the long term, the initiative strengthens public health structures and lays the foundation for sustainable, state-led emergency care in Aleppo.

    • Development, testing, and implementation of a needs- and context-adapted software solution for dispatch management, real-time tracking of ambulances, and coordination of emergency and referral cases between medical facilities
    • Repair, maintenance, and medical-technical equipping of the ambulances integrated into the system
    • Training and continuous professional development of emergency call center and referral unit staff, as well as paramedics and medical professionals, in emergency, trauma, and referral management
